Core benefits · Why application support matters

Three Reasons Passport Applications
Are Often Rejected

Although passport issuance procedures have been significantly reformed, many applications are still refused or asked to supplement due to avoidable errors — costing extra time and effort.

01
Application form
Wrong form or incomplete information
The current passport application form is TK01 issued with Circular 31/2023/TT-BCA. Many people still use the old X01 form or fill it incorrectly, leading to rejection at intake. It is essential to confirm the photo endorsement stamp meets regulations.
02
Non-standard photo
Photo does not meet technical requirements
Portrait photos must be taken within 6 months, size 4×6 cm, straight-facing, no headwear, no glasses, white background. Green backgrounds, black-and-white photos, obscured faces, or outdated photos all cause rejection.
03
Wrong submission office
Not submitted to an authorized agency
First-time passport applicants must submit at the provincial Immigration Management Agency of the provincial police where they have permanent or temporary residence. From the second time onward, submission is allowed at a convenient province. Holders of a 12-digit chipped CCCD may submit at a convenient location even on the first application.
"A passport is the most important international ID — preparing the application correctly from the start saves time and avoids unnecessary hassle."

Passport Application Documents
Adults & Children Under 14

The application documents for an ordinary domestic passport are governed by Article 15 of the 2019 Exit-Entry Law of Vietnamese Citizens (amended 2023) and Circular 31/2023/TT-BCA. Adults and children under 14 have different requirements to note.

🛂
Passport application documents
for applicants aged 14 and older
—Passport application form: TK01 form issued with Circular 31/2023/TT-BCA. Includes 1 portrait photo size 4×6 cm, taken within 6 months, straight-facing, no headwear, no glasses, white background. First-time applications require certification and photo endorsement stamp from the commune/ward/town police of permanent or temporary residence.
—Valid Citizen Identity Card (CCCD): Present the original when submitting the application for verification. Holders of a 12-digit chipped CCCD may submit at a convenient provincial Immigration Management Agency on their first application.
—Most recently issued passport (if any): Submit the old passport whether still valid or expired. If lost, submit a loss report or a confirmation from the Immigration Management Agency that the loss has been reported.
—Passport validity: Ordinary passports issued to citizens aged 14 and older are valid for no more than 10 years from the issue date and cannot be extended. When expired, a new passport must be applied for.
—Expedited issuance: Ordinary passports issued under expedited procedures (for humanitarian or urgent reasons) are valid for no more than 12 months and cannot be extended, with 12 pages. Applicants must present documents proving the reason.
👶
Passport application documents
for children under 14
—Child passport application form: TK01 form — completed and signed by the father, mother, or lawful guardian. Children under 14 do not need to appear in person at the Immigration Management Agency to submit the application — their parent or guardian submits and receives the result on their behalf.
—Birth certificate copy or extract: Present the original for verification. This document is mandatory as a substitute for a Citizen ID Card (since children under 14 are not issued a CCCD).
—Parent/guardian CCCD or passport: The person submitting the application must present a valid CCCD for verification. In cases of orphaned children or parents lacking legal capacity, documents proving lawful guardianship under the Civil Code are required.
—Old passport (if previously issued): Submit the most recently issued passport. If lost, submit a loss report as required.
—Child passport validity: Passports issued to children under 14 are valid for no more than 5 years from the issue date and cannot be extended. Children may apply for a separate passport or be included in a parent's passport upon request.

Passport Issuance Process &
Time Factors

Applications are accepted at the provincial Immigration Management Agency, online, or by post. Normal processing time is 5 to 8 working days from the date a complete valid application is received.

Step 1
Prepare documents

Step 2
Submit application & fees
Submit in person at the provincial Immigration Management Agency, by post, or online via the Ministry of Public Security public service portal / VNeID. Pay the fee and receive an appointment slip.
Step 3 · Review

Receive it in person at the Immigration Management Agency (bring your appointment slip and CCCD) or by post (postage fee applies). Results are issued Monday to Friday.
Processing time: Up to 8 working days from the date a complete valid application is received — applicable to both adults and children under 14. Weekends and holidays are not counted. Applications are accepted Monday to Friday and Saturday morning (locality dependent). Online submissions via VNeID may be processed faster in practice.

I needed an urgent passport for a business trip abroad but had no experience and didn't know where to submit because my household registration was in a different province. VLIC advised me immediately: I had a 12-digit chipped CCCD so I could submit in Ho Chi Minh City, helped fill the correct form, and I received my passport in only 5 working days.
"
★★★★★
My family needed a passport for our 3-year-old for travel. We didn't know the requirements for children or who should sign the form. VLIC explained clearly, completed the TK01 form, guided the commune/ward certification, and submitted it — my child never had to visit the Immigration Management Agency.
"
★★★★★
My passport was lost during a business trip. VLIC guided me through the correct loss report procedure, prepared the loss declaration and reissue documents, and explained the higher reissue fee compared to a regular issuance. The entire process was completed within the legal time frame with no errors.

Frequently Asked
Questions

Common questions clients encounter when preparing passport applications under current regulations.

Ask a consultation question →
Q1 I have household registration in another province; can I apply for a passport in Ho Chi Minh City? +

Yes, if you have a valid 12-digit chipped Citizen Identity Card (CCCD). In this case, you may submit a first-time passport application at the provincial Immigration Management Agency in the most convenient city/province — permanent household registration is not required. From the second application onward, all citizens may submit at a convenient location regardless of CCCD type. If you only have an old 9-digit CCCD or CMND, first-time applications must be submitted at the place of permanent or temporary residence.

Q2 How long is a passport valid? Can it be extended? +

Under the Exit-Entry Law 2019 (amended 2023), ordinary passports issued to citizens aged 14 and older are valid for up to 10 years from the issue date. Passports issued to children under 14 are valid for up to 5 years from the issue date until the child turns 14. Importantly, ordinary passports cannot be extended under any circumstances — when expired, a new passport must be applied for. Expedited ordinary passports are valid for up to 12 months and also cannot be extended.

Q3 How long does it take to receive a passport after submission? +

The regulatory processing time is no more than 8 working days from the date a complete valid application is received — applicable to both adults and children under 14. Weekends and holidays are not counted. Applications are accepted Monday to Friday and Saturday morning (locality dependent). Results are issued Monday to Friday. In practice, many localities and online submissions via VNeID may process faster than the regulation.

Q4 Do children under 14 need to appear in person at the Immigration Management Agency? +

No. Under the regulations, passport applications for children under 14 are completed, signed, and submitted by a parent or legal guardian. The child does not need to come to the Immigration Management Agency in person. Note: grandparents may not submit on behalf of the child unless they are the legal guardian with supporting documents. First-time child applications require commune/ward police certification and photo endorsement in the place of permanent or temporary residence.

Q5 How do I reissue a lost passport? Is the fee different? +

If your passport is lost, you must report the loss to the Immigration Management Agency and submit a loss declaration (or confirmation of reporting) together with the reissue application. The reissue fee for loss or damage is 400.000đ per passport — double the standard new issuance fee of 200.000đ, effective under Circular 25/2021/TT-BTC from 01/01/2026. Bring the original CCCD when submitting the application. The processing time remains up to 8 working days.
