Consular
Legalization
Of Foreign Documents

Foreign papers and documents must undergo consular legalization before they can be recognized and used in Vietnam — from company registration and investment to work permits.

Pursuant to Decree No. 111/2011/ND-CP and the implementing Circular No. 01/2012/TT-BNG.

A 2-step procedure
1
Prepare & submit the file
Prepare one file comprising the prescribed declaration form, identity papers, the document to be legalized (already authenticated by the foreign consular authority), a translation (if required), and a copy for the file record.
One complete file
2
Processing by the competent authority
The Ministry of Foreign Affairs (Consular Department or the Ho Chi Minh City Department of External Relations) or a Vietnamese representative mission abroad compares the seal, signature, and title against the officially notified specimen.
MOFA / Embassy
3
Receive the result
The processing time is one working day from receipt of a complete and valid file. Files of 10 documents or more may take longer, but no more than five working days.
1–5 working days
ℹ Important note
Consular legalization only certifies the seal, signature, and title — it does not certify the content or form of the paper or document. The applicant bears legal responsibility for the intended use.

Requirements For Documents
Submitted For Consular Legalization

Not every document is accepted for consular legalization. A document must meet the validity conditions and must not fall into any of the grounds for refusal set out by law.

✓
Valid conditions
Requirements For Acceptance
The document must already be authenticated by the foreign country's diplomatic mission, consular office, or an authority empowered to perform consular functions. The specimen seal, signature, and title must have been officially notified by that country to Vietnam's Ministry of Foreign Affairs.
✗
Refused
Five Cases Not Eligible For Legalization
Documents that have been altered or erased without proper correction; that contain internally inconsistent details or details conflicting with other documents in the file; that are forged or issued by an unauthorized body; that bear a photocopied seal/signature rather than originals; or whose content harms or is prejudicial to the interests of the State of Vietnam.
◎
Exempt
Cases Exempt From Consular Legalization
Documents exempt under an international treaty to which Vietnam is a party or on the principle of reciprocity; transferred directly or through diplomatic channels between the competent authorities of the two countries; exempt under Vietnamese law; or where the receiving authority does not require legalization.
"Consular legalization is a procedure that verifies the authenticity of a seal and signature — not the content of the document. Understanding this distinction correctly helps businesses prepare properly and avoid wasted time."

Consular Legalization Procedure
Before Two Competent Authorities

Consular legalization can be carried out in two ways — at the Ministry of Foreign Affairs within Vietnam, or at a Vietnamese representative mission abroad — with similar files and procedures.

🏛
At The Ministry Of Foreign Affairs
(Carried out within Vietnam)
—Competent authority: The Consular Department (Hanoi) and the Ho Chi Minh City Department of External Relations — bodies of the Ministry of Foreign Affairs vested with domestic authority.
—Declaration form: One consular legalization declaration form in the prescribed template.
—Identity papers: Present the original (in-person submission) or submit one copy (by post).
—Main document: The paper or document submitted for legalization, already authenticated by the foreign consular authority.
—Translation: One translation into Vietnamese or English if the document is not made in either of these two languages.
—File-record copy: One copy of the main document and the translation to be kept on file at the Ministry of Foreign Affairs.
🌐
At A Vietnamese Representative Mission
(Carried out abroad)
—Competent authority: A Vietnamese Embassy, Consulate-General, or Consulate abroad.
—Declaration form: One consular legalization declaration form in the prescribed template.
—Identity papers: Present the original (in-person submission) or submit one copy (by post).
—Main document: The document already authenticated by the Ministry of Foreign Affairs or another competent authority of the foreign country in which the Vietnamese representative mission is located.
—Translation: One translation into Vietnamese, English, or a foreign language the receiving officer can understand.
—File-record copy: One copy of the main document and the translation to be kept on file at the representative mission.

Processing time · Special notes · Responsibilities

Processing Time &
Important Points To Note

The consular legalization process is relatively fast — but you must understand the scope of its effect, the applicant's responsibilities, and the special cases in order to avoid risk.

Standard
01 working day
From receipt of a complete and valid file. Applies both to cases at the Ministry of Foreign Affairs within Vietnam and at representative missions abroad.
Multi-document files
Up to 05 days
Applies where a file contains 10 papers or documents or more — the time may exceed one day but must not exceed five working days.
Verification needed
Flexible upon verification
If a specimen seal or signature has not been officially notified or the authenticity must be checked, the authority requests verification from abroad; the matter is resolved as soon as the result is received.
Scope of certification
Seal & signature only
Consular legalization does not certify the content or form of the document — it only verifies the authenticity of the seal, signature, and title appearing on it.
Applicant's responsibility (Article 21, Decree 111/2011): The agency, organization, or individual requesting consular legalization is legally responsible for the intended use of the legalized papers and documents, and is obliged to provide related information to the competent authority upon request.
Quick reference — Original seal
Original seal & original signature Must be affixed and signed directly onto the document. Photocopied seals and signatures in any form are not treated as originals — the file will be refused.
Inconsistencies in the file If details within a single document conflict with one another, or conflict with another document in the same file, the document will be refused legalization.
Producing the original The receiving officer may request that you produce the original of related papers to verify authenticity — have them ready when submitting in person.
Translation requirement A translation is required if the document is not made in Vietnamese or English. At a representative mission abroad, it may be translated into the host-country language the officer understands.
Check for exemptions Before preparing the file, check whether the document is exempt under an international treaty or Vietnamese law — to avoid unnecessary time and cost.

Service Pricing
Consular Legalization & Authentication

State fees are fixed by regulation. VLIC's service fee is calculated by the number of documents — contact us for an exact quote based on your actual file.

1. State Fees (Mandatory)

This fee is paid to the Consular Department (Hanoi) or the Department of External Relations (HCMC).

Item Fee (VND) Notes

1 – 3 stamps VND 450,000 – 500,000 Travel costs, queuing to submit the file, and state fees.

Frequently
Asked Questions

Real-world situations commonly encountered when carrying out consular legalization of foreign documents in Vietnam.

Ask a consultation question →
Q1 How does consular legalization differ from consular authentication? +

Consular authentication is the reverse procedure — a competent Vietnamese authority certifies a Vietnamese document for use abroad. Consular legalization, by contrast, is where a Vietnamese authority certifies a foreign document for use in Vietnam. Both certify the seal, signature, and title — not the content of the document.

Q2 Do documents from Hague Convention member states need to be legalized? +

Documents from states party to the 1961 Hague Convention (Apostille) may be exempt from consular legalization under the international-treaty principle. However, you need to check whether both Vietnam and the issuing country are members and apply the principle of reciprocity. VLIC can advise on a country-by-country basis.

Q3 If I'm in HCMC, where do I submit the legalization file? +

In HCMC, you submit your file at the Ho Chi Minh City Department of External Relations — the body authorized by the Ministry of Foreign Affairs to handle consular legalization in the south. In Hanoi, you submit at the Consular Department, Ministry of Foreign Affairs. Both can also receive files by post.

Q4 What should I do if a document is refused legalization? +

You first need to identify the specific reason for refusal — usually a photocopied seal/signature, missing foreign consular authentication, or inconsistent details in the file. Once the cause is identified, you must obtain a properly authenticated original from the foreign authority and re-submit from the start. VLIC helps review the file and guides you through the entire rework process.

Q5 After legalization, do I still need a notarized translation? +

It depends on the receiving authority's requirements. Consular legalization only certifies the seal and signature — it does not cover the document's content. So if the receiving authority (such as the Department of Planning and Investment or the work-permit licensing body) requires a notarized translation, you still need a separate notarized translation step in Vietnam. VLIC supports this step too.
