I opened a karaoke venue but did not know that the ANTT license had to be obtained from the District Police, not the provincial authority. Vlic identified the correct authority immediately and guided us in preparing both Criminal Record Certificate No. 2 and fire safety documentation in parallel. We received the ANTT license in exactly 10 days, in time for our planned opening.

Our security service company required an ANTT license issued by the Provincial Police Division, with a dossier much more complex than that of an ordinary establishment. Vlic provided comprehensive advice, prepared the full sector-specific dossier and delivered the result on the committed schedule.

Frequently
Asked Questions

Practical scenarios commonly encountered by business establishments when applying for a Security and Order Eligibility Certificate.

Ask for Consultation →
Q1 When does a business establishment need to obtain an ANTT license? +

A business establishment must obtain an ANTT license when registering business lines subject to security and order conditions under Article 3 of Decree 96/2016/ND-CP. These include, but are not limited to: security services, pawn services, karaoke, dance clubs, lodging services (hotels, guesthouses), massage services, cosmetic surgery, printing, explosives trading and many other business lines. The ANTT license must be obtained before official commencement of operations.

Q2 What is the penalty for operating without an ANTT license? +

Under Clause 4, Article 12 of Decree 144/2021/ND-CP, a business establishment operating in an ANTT-conditional business line without a license is subject to: An administrative fine from VND 10,000,000 to VND 20,000,000. In addition, an additional sanction may apply: suspension of operations from 6 to 9 months. This is a significant penalty, particularly when combined with revenue loss during the suspension period.

Q3 How long is an ANTT license valid? +

The Security and Order Eligibility Certificate is issued without a fixed term — meaning no periodic renewal is required. However, the business establishment must carry out license amendment/replacement procedures when there is a change in business location, business line or the person responsible for ANTT at the establishment. Each new location must obtain a separate ANTT license.

Q4 Is Criminal Record Certificate No. 1 or No. 2 required for an ANTT license? +

The ANTT license application dossier requires Criminal Record Certificate No. 2, not No. 1. Certificate No. 2 shows complete criminal record information and is used for domestic administrative purposes; it must be obtained from the Department of Justice at the place of permanent or temporary residence. Certificate No. 1 is used for employment purposes only and cannot replace Certificate No. 2 in the ANTT dossier.

Q5 How long does the Police authority take to issue an ANTT license? +

The statutory processing time for an ANTT license application is no more than 5 working days from the date the Police authority receives a complete and valid dossier. If the dossier is invalid, the Police authority will issue a written refusal stating the reasons within 4 working days. Vlic commits to delivering the ANTT license to your location within a total of 10 working days from the date the client provides all required information.

Q6 Where should the ANTT dossier be submitted — Provincial Police or District Police? +

It depends on the business line: District Police licenses karaoke, pawn services, massage services, paintball guns and other ordinary conditional business establishments. Provincial/Municipal Police Division licenses hotels with more than 20 rooms, dance clubs, security services, cosmetic surgery and printing services. Police Department under the Ministry of Public Security licenses weapons, explosives, 5-star hotels and casinos for foreign nationals. Vlic identifies the correct authority for you from the first consultation.

Q7 How much does Vlic’s ANTT licensing service cost? +

Vlic’s service fee is from VND 10,000,000 depending on the business line and specific province/city. Vlic commits to no additional costs outside the contract and signs a clear, transparent service agreement before implementation.
